Server Query connection error

Hello, I'm new over there, but I have quite big problem as I think. I'm trying to use putty to connect to Server Query, but there's problem: when I'm using default telnet port, it doesn't work. I receive message "Network Error: Connection Refused". When I use port 10011 connection is possible, but... Server Query connection error
