Insufficient permission modify power and banners

Trying to give one specific person the permission to edit the banner, every time I try to add the permission it gives me an insufficient permission modify power error. I'm the server admin, I have no idea why it's not letting me give someone such a simple permission. Insufficient permission modify power and banners
