packet loss in and out

I randomly get packet loss from about 40 - 70 % in and out. my friends can not hear me, I cant hear them, this loss is not affecting my games or youtube videos. It only causes my teamspeak to sort of freeze for a second never crashed from this. I will still have low ping in game when this occurs... packet loss in and out
