Anti-Flood point assignment

So I understand how the Anti-Flood system works, but is there a documentation or something detailing at least in a basic sense how many points certain actions are "worth"? I have no idea how to set up anti-flood without knowing how many points each action are worth. I don't want to make it so... Anti-Flood point assignment
