Why MUTE doesn't work both ways?

I mean, it's ridiculous! I mute somebody to: a) never to hear him again b) not to be heard by him Every other voice program gets it. But Teamspeak not, Teamspeak only brings about the a). Why MUTE doesn't work both ways?
