Force Push to Talk for Server Admins in Channels

Hey, Im trying to force all users in certain TS channels to use Push to Talk. But for some reason Server Admins bypass this. I cant tell what is not set. Anyone know the parameters for this to work? Thanks Force Push to Talk for Server Admins in Channels
