Allow Moderators to assign users groups up to Moderator, but not Admin

I am having trouble figuring this permission issue out. I am looking for my Moderator group to be able to add/promote users in the Guest/Normal/Officer group up to the Moderator group, but cannot add users to the Admin group. Is there a way to have permissions work like this? Allow Moderators to assign users groups up to Moderator, but not Admin
