Teamspeak 3 file transfer speeds

So my friend runs a TS3 server with no caps in the teamspeak server settings for file transfer speeds. He has 100 mbps upload and we only seem to get about 3mbps max out of his connection with teamspeak. Ideas on what might be causing it? We can transfer faster with other programs just not...
