ts3 not binding to default_voice_port entry

Hi, Using Fedora Core 23 X86_64. I changed the default values for voice port to 9999 and all IP addresses from default to 192.168.1.109. ini entry: default_voice_port=9999 I pass the ts3server_startscript script the "start inifile=ts3server.ini" Server starts and now listens to default... ts3 not binding to default_voice_port entry
