Rate limit switching channels or ban people who jump around

Hello, The topic says everything I want to know. Is there a way to autoban people who for example change 10 channels in one minute time span? Or just make it so they can switch channel once a minute or something? That would be really useful for me to make my TS3 server more pleasant for my...
