Server can't handle high amounts of users in one channel

My Windows server can handle a lot of users in the same channel with 0 issues, however on my linux server on Centos 7 is having issues and is causing people to experience up to 50% packet loss when one user is speaking at a time in this channel. Suggestions? Server can't handle high amounts of users in one channel
