Problem with random users being able to set groups.

I've been trying to set this up for the past 3 hours and I couldn't come up with a solution... I watched multiple tutorials about setting up server permissions and I couldn't figure it out! I did everything that it said to in the video and yet It wasn't working. When ever I add a buddy to a group... Problem with random users being able to set groups.
