Text to speech doesn't work in Japanese locale

From the first release of the TeamSpeak3, the TTS function did not make any sense at all　in Japanese locale. Activating that feature may even cause the client to crash. TeamSpeak 3 is sending a wrong character encoding string to Windows TTS. Please fix it. Text to speech doesn't work in Japanese locale
