How to let 2nd Admin give a rank.

Hello. I have been messing with the TS3 permissions for about an hour or two, trying to make my 2nd admin rank be-able to give NoPoke ranks to them self and other people. I thought I knew what I was doing, but it turns out I really don't. 2nd Admin has "Group Member add Power : 70" & "Needed... How to let 2nd Admin give a rank.
