Removed i_permission_modify_power permission = Can't do anything

I Removed the i_permission_modify_power permission and I can't add it back. I have tried doing it in the telnet connection but when I type servergroupaddperm sgid=9 permid=167 permvalue=100 permnegate=0 permskip=0 or clientaddperm cldbid=1 permid=167 permvalue=100 permskip=0 I get the...
