Autocreate new channel when previous is "full"

is it possible to have a bot or tool create a new channel when the previous one is "full". party channel 1 <--- when x amount of users in there, party channel 2 gets created party channel 2 <--- when x amount of users in there, party channel 3 gets created and so on. and not only these... Autocreate new channel when previous is "full"
