Insufficient permission modify power [when changing a channels permissions]

Okay so as the title says, I have a group set up that I want to have access to modifying the permissions for a channel they have created. Problem I get; They are able to edit channel, select the permissions tab, and change the join power, but not the Modify or Delete power. This is my #1 concern... Insufficient permission modify power [when changing a channels permissions]
