TeamSpeak (and Skype) mute other sounds

Hello! I have a persisting problem with TeamSpeak (and Skype). When I'm voice-chatting with someone those programms mute ALL other sounds. As soon as I'm calling someone or recieving a call, every other sound (videogames, music, youtube) is dead silent. I've searched the internet for help, but... TeamSpeak (and Skype) mute other sounds

On my client under Permissions > Server Groups, It isn't showing anything but 1 permissions setting for all groups. Group i_group_show_name_in_tree This is the only thing showing for Server Admin, Normal, and Guest. Now, I've seen images and other items of there being a bunch of...
