Recently I had changed the server admin groups kick power to 99 instead of 100 (prevent form kicking query admin), and now they can not kick anyone. However, once I put them back to 100 power, they can kick just fine again. Here's the permissions currently set for Server Admin vs Guest ... Server Admin can't kick with value of 99, but can with 100.
